@michael22385 because he's only available from a cheat code. All you get for beating Oxide's time trials is a shortcut to the ND Scrapbook.

you know, you don't need cheats for oxide, you just have to beat all of his ghosts, beat the game 100%, and have all other characters. I lent the game to my friend and his sister beat it, but my brother deleted her file. :(
