How about pointing out that all Middle Eastern Countries must sign and obey the Treaty on the Non-Proliferation of Nuclear Weapons?

Hinting that in the near future all non signers might be called a "danger to international security". I bet SCO members can be persuaded in doing so.

Its not a disarmament, the UK has stated that its nuclear capabilty is non-negotiable. Anyway, START treaty is just a reduction treaty between US and Russia as they pertain 92% of the worlds warheads.
