yes the original cost was less then 300 mill for a completly engineered ship. then the navy wanted changes so they hade to reengineer the hole ship.all lock did was charge the navy for the changes they wanted. so if it wasent for the navy wanting changes the ship would have cost less.

The Commander probably wasn't supposed to address the other naval powers question. We all know what the question really meant: Does this ship play any role against a burgeoning Chinese blue water navy? The answer? Yeah, it'll hunt subs and that takes care of the PLAAN's best asymmetric capability for anti-access (i.e. keeping U.S. carriers out of the Taiwan straits where we need them to meet our defense obligations to Taiwan). We don't want to provoke China's ire with the real purpose here.
