Here's where most animal compassionate people are at, myself included. Most people live in cities where animal abuse and neglect is rampant. If your city is like mine, the Humane Society (SPCA) is useless, and police don't consider "animal issues" to be a priority. So next door is a dog being beaten, day in and day out. The "authorities" won't do anything to help. Do you step up and "save" the dog yourself or do you leave it because stealing it would be against the law? Morals vs the law.
