Not sure about Jess, but the Advanced Wars Wiki suggests that she's based on Erwin Rommel, who was, like Jess, a great tank general

This guy + Com Towers = Oh shit...I'm going up against a gigantic iron wall defense with about fifty megatanks in front of it...shit. This guy versus any Grit player is going to inflict a lot of pain. He'll do that also if he's on a defensive map as well.
