Google 'NTSB aviation accident database query' and enter his tail number (N915RC) in the registration field.
The PIC is normally always at fault. Training and endorsements are required and expensive for a reason. The fact that it's "difficult to determine the direction of the wind on a lake or in open ocean" is absolutely no excuse. He's "trained" to know and/or react to avoid bent metal.
As you can see in the report "his lack of directional control" was the probable cause.
shore had nothing to do with it. if u see the full footage elsewhere u can see indicators he was not taking off fully into the wind. fully loaded with his entire family....not cool. its very difficult to determine the direction of the wind on a lake or in open ocean...

Investigation, what for? Isn't this accident quite obvious? The wind pushed the Seaplane, the pilot lost control of it and crashed in the field. End of story.

Or he has choosen to short strip to take-off from. took-off with low speed and obvious high angle of attack following with stall.
