Apparently, someone else is controlling Blackwatch from behind the scenes. General Randall was the head of their military division, but who is the one pulling the strings- Called Randall up and ordered the quarantine?

They said in another intrigue memory that Blackwatch doesn't take orders from the President, but that they're officially a black-ops organization.

hey what happens if a few of the web of intrigue nodes gets killed?can u still finish it?

@atthetoast Yes, the killed targets will respawn later, but sry idk where, someone says that they respawn at the same place, someone says they'll do it into a fifferent position. But when i was searching for the last target, he was killed by zombies, and then he respawned very-very close the his original location, so idk the truth men

as far as I have seen in my game, they just may appear somewhere in NYC randomly, but if you kill some, they'll respawn eventually
