Jazz diplomacy should start at home.

The first time I'd ever heard of Kenny Burrell was when he visited Jackson State Univ. (in Mississippi) in the early 80's. Kenny Burrell struggled to offer a jazz guitar clinic on that day, but of the 5 players that showed up, neither of us knew who he was, or knew enough to benefit much from his vast knowledge.

It's a sad commentary that only about 3 hours north of the birthplace of jazz (New Orleans), circumstances would not be much different today.
