@TheLastPxl dont raise any one over 9. the almost perfect perk(comes with Broken Steel DLC) allows you to raise every S.P.E.C.I.A.L. to 9. then go find the special bobble heads and each S.P.E.C.I.A.L will be maxed out.

I usually focus on intelligence since you get more skill points when you level up (10 int=20 skill points). I then destroy luck and add to endurance for hp. I NEVER put strength over 5 because at level 10 you can get the nerd rage perk which raises it to 10 anyways. This is what I think is a good way to build a good character. After the nerd rage perk you're S.P.E.C.I.A.L. stat's should look like this:

S=10 P=5 E=9 C=5 I=10 A=5 L=1.
