Does anyone know if this technique works in elements 2, or is it just me not using it correctly?

It doesn't work (ctrl+Alt+shift+T) in element 3 so I think will not work in elements 2

But you can Ctrl+J to duplicate layer and quickly press the arrow buttons - only marginally slower and a bit easier on hte fingers

Why not just use a Inner Shadow, and tweak the settings?
-55 for the angle, and then about 15 for the distance. Of course, change it to your liking. But this works just as well in my opinion. And its better for file size.
