If we go back to a past time in our lives, then two of ourselves would exist at the same time, which was never supposed to happen. the reason caboose is so stupid later is because tucker was playing with his armour settings and accidentally shut it down for a few hours.. and caboose had to hold his breath... so i imagine he got brain damage from that lol it tells your very very breifly in a later episode, its quite subtle.

If you watch the later episodes Fillis (or phylis, or whatever) Is only used when the Free lancer program is involved. I believe that you're thinking of the episode were Church goes back to fix everything, and fails miserably. Sheila is used for the equipment used by the simulation troopers.
