With the coming of Christ, God's wrath is placed not on us, but on Jesus himself. So that we are free from the law if we have faith in Christ's sacrificial love for us. It depends on how you define government...tribal bonds and pack law existed long before religion. Technically an alpha male led tribe is a government...not a terribly just or good one, but it still is a form of governance.

It is ironic to say freedom requires religion.
Religion establishes a relationship with the absolute dictator of the universe, where "he" supervises everything and can convict people of thought crimes. All praise and glory to him is required of you.
