well, first u need to catch alley catfish using cheese bait

then use the alley catfish as bait to catch anglefish

then if u want, use the anglefigh to catch death fish

i caught like 10 anglefish in the ocean one time

before fishing, click on the 'choose bait' option, then you can choose whatever bait u want to catch fish

and its not only for lvl 10 fisher, its for other lvls as well
