I think it's safe to say that in the US, hoodies are a very basic item of clothing. They're worn on a regular basis by people of all social classes, and have no association with violence or--as the anchor in the video tactfully put it--"youth culture."

My understanding was that hoodies were first seen as a problem in the U.K. because they were a potential countermeasure against the pervasive use of CCTV cameras for "security" there. I don't know if New Zealand has a similar system or if this is just run off from their ties to the U.K.
