mplayer/mencoder from src / optimized for AMD cpu -- as the binary from Ubuntu has optimization bugs that crashes (core dump) with certain quality settings on newer AMD cpus. I forget the exact settings, but I think I have something close... the #1 thing I did is set the motion search to the maximum and v4mv + mbd=2 as well as a few other tweaks.
I think I set to ~60 frames for the key interval, however I don't recall actually (132 is theoretical limit for any MPEG4 part 2/10 video stream, however 300 is common, I don't recommend much over 100 tho). Also there is a lot of code in common between mplayer/mencoder and ffmpeg -- not that much difference except that mencoder is a part of mplayer suit -- anything mplayer can PLAY (or stream off of internet) can be used by mencoder as input stream.
pretty good quality man check out my videos for a even better quality. i found a way to upload HD trailers on to you tube without losing there quality at all check it out.
hmm.. padding the end with low/no motion so the average bitrate is lowered -- interesting idea. Yeah that is good. Different that my goal (trying to get best quality out of sub 350kbps and leave YT's FLV conversion out of the equation as they don't pick the best quality settings as it takes their machines longer to convert then -- I however have no problem spending extra CPU cycles pre-upload to get better quality than YTs FLV conversion).

you got brains man :D btw, what keyframe interval did you use? 1 sec?
i use ffmpeg, but i'll give mencoder a try. heard some good feedback about it :)
