Actually Beyonce has promoted Solange... rather discreetly! She has put Solange's songs on her Myspace (during B's downtime) & Solange has done work with Destinys Child too... singing leading, backing etc

Maybe B promotes her very DISCREETLY as you say, but Solange certainly isn't riding her coattails. Solange is a very different artist from B. They are both good at what they do, but Solange has established herself as more of a musician who doesn't just put out dance records. Also Solange also writes pretty decently and has written some of B's songs. Of course everyone knows how hard B works and that she puts on great shows--don't know if Solange does the same.
