as the speaker says-she sings for west switzerland, so the french speaking part- as a long time ago the swiss preselection was like this: 3 songs french speaking part, 3 from the italian speaking part and 3 from german/swissgerman speaking part.

funny : at the end as the speaker says, as celine dion has already lot of listeners in france and with this preformence, she want to take the next step to want to cover all of the esc countrys with her music.

Very simply, It is a Song contest, not a singing contest, the composer or Lyricist has to be from the representing country, not the singer necessarily. If you see the main prize is awarded to the composers.
