an easier way is get fishing wire and cut slits at the top of the streaker and wind the streaker out. so it splits even. doing it this way, you might not cut a straight line if you dont know what your doing and mess up your streaker.

P.s. at the end the streaker looked like a penis in her hand. hahaha
