first where are you from, since some countries don't have psn. secondly, if you have an account under a different country, you need to be able to pay it with your creditcard

You can also buy PlayStation® Network Cards they are worth of 20 and 50 euros in europe they aren't used in every country yet but for exampleFinland gets them in next week so you don't have to use creditcard. :)
