its the presidents job as commander in chief to keep congress in check when it comes to declaring military action. hence the checks and balances. If congress is being stupid, the president has every right to put his foot down and bears the same responsibility.

The "Vietnam War," the "Korean War," the "War in Lebanon" and the "fighting in Somalia" were all civil wars so they were still wars, even if congress didn't declare war.
There are also "trip wire/trigger" treaties (ratified by congress, the same congress that can declare war) where war would automatically be declared when somebody attacks an ally. So even if nobody in congress declared war when the event took place, the people in congress when the treaty was sign did declare war.

How about the underground railroad which helped thousands of Blacks escape persecution and enslavement in the USA. actually there were wmd's there.. we gave it to him... we gave him X amount of WMD's when iraq was fighting Iran, he used Y amount of those against iran and against the kurds when they had their little cute uprising, so by all means he was supposed to have "insert algebraic letter here) number of wmd's left over. The months leading up to the war gave him ample time to move the little bit of wmd's out of the country before we invaded. I'm guessing Syria... maybe Figi... you cant trust Figians..

Actually there was an insurgance against saddam, you obviously forgot that tid bit of history. (you know where he gassed the kurds) Shia's were the majority, yet Sunni's ran the country, hmmm doesn't sound right to me. Oh yeah and he DID have WMD's, how do i know? After the first gulf war( where IRAQ ATTACKED A SOVEREIGN NATION, and we said you can't do that) Saddam Hussein promised to play ball or else. He didn't. He broke the treaty or document or something he sined, thus agreeing that he could be punished. The UN DIDN'T HAVE TO GIVE A MANDATE, THEY ALREADY HAD!!

I just noticed that Iraq attacked it's allies in 1993,what about now? When did Iraq attack it's allies any time around 2003? I actaully recently learned that when the WTC were attacked, and Bush had a meeting in the white house, George Bush came up with the Idea of attacking the Iraq.Colin Powell informed him that Iraq had nothing to do with 9/11. Anyways,a day later they made an agreement,kind of like an act, and it said, Afghanistan first(basically meaning Iraq is second).I didn't make this up

you heard wrong there anice. After 9/11 Bush had no idea where to go, just wanted to find out who did it. Rumsfeld, Wolfowitz, and Cheney had (literally) battleplans for Iraq, but there wasnt proof iraq did it. Powell was for afghanistan, and thats what bush decided. When RUMSFELD "LIED" TO POWELL, who then took his bad info to bush, thats when we went into Iraq, AFTER bush got the go ahead from Colin Powell, who EVERYONE knows is a level headed, smart, military man.
