I'm not sure that the "Raid on the SS tax is the problem, but cwrtainly it bears looking into.

you forgot to mention
reducing or stopping the raid on the SS tax
deposits by our congress.
stop the raid, stops the need for change.
input >>> process> output
process, (ssi payments + raid)
delete the raid.
