no plug-ins look like they have been used here,he has just used basic shapes in after effects to create a cog shape,he has then duplicated and slightly edited a few of them to make them look different,then he has changed the positions and opacities to make it look as if they are all different cogs,then he rotated them,a very good animation. ;)
