I agree what with the posh-like clothing and the wedding-esque waistcoat. Though the outfit is based on Davison's, the waistcoat being the sweater, the coat is roughly the same length and the shirt.
My Doctor will also be having question marks on the collars and wears stripey brown and blue pinstripe pants :]
