Congress doesn't control them. Read the history, the bankers went in on Christmas Eve when there was no people in the chamber and signed a the Federa; Reserve Act early last century which gives the Fed the right to print money and lend to the government.

Of course this was illegal and dubious. But nothing has been done about it.

Because the faster you print money, the less that money is worth, and the more foreign nations demand gold as payment instead of paper money. Printing money is the problem. And the reason so much money was printed was because the government spent too much. Cutting government spending is an indispensable part of economic recovery. Without cutting government spending and cutting the tax burdens placed on the people, there will be no recovery.
