@oramn this only alters LAN ip address, that one you have shown is probably your external ip, which is controlled by your ISP (internet service provider)
With dynamic, you have the possibility of getting a different IP address every time you start your computer. Should you need to set up something like port forwarding, were certain ports are opened for a predetermined IP, you need a static IP address, one that you get every time you start the computer.

7: Find "ip V4 in the cmd and put that into the "IP address" box on your connection properties
8:Click on subnet mask in connection properties and it will fill itself in
9: place the default gateway in to both the default gateway and the prefered dns server in the properties.
10:also put default gateway into the alternate dns server in properties except CHANGE THE LAST NUMBER TO ANYTHING RANGING FROM 1-255

To port forward, you need to write your router's local ip on the web browser, not your computer's ip.
