He didn't believe he was a threat anymore (either because he was assumed to be in some cave in hiding or was dead) so he acted accordingly and stopped looking. To be honest most of the credit goes to the team that infiltrated the compound, the intelligence officers that collected the relevant information and Obama for deciding to pursue the operation. Bush wasn't involved.

We would have made sure that our airport security was airtight and would have set forth regulations to do so. The terrorists would never have set foot on the planes if the security was on point.
