Try some trial versions of Sony Vegas and stuff from adobe and Corel... or Zwei-Stein. It's free editing software, many strings, up to 64 effects. I don't tested it yet, but i think it's quite good program.

Can't you just use the video editor. Or is that only with the pc.

or you could just edit the character's voice by lowering the volume with your editing software. Meaning that there is still background sounds.

now all you need to do is remove the speech with software, and use a Computer Headset/Microphone to cover the speech :)

To move your characters lips press the "LB" button if you're using xbox 360 version, your character will talk

Press L1/LB and he/she will say something like "Hey" or "Whassup?" but due to GTA IV's bad lip syncing out side of cut scenes you can't really tell what their saying.

The Multiplayer Settings has kind of changed since the episodic packs. You need to change your multiplayer preferences in the multiplayer menu on your phone. You can't changed them manually in the game lobby anymore. It's really annoying.
