Essentially, he is saying that the NIH funded research (and still does) to find the cause of homosexuality (the gay gene, if you will). But since that gene has not yet been discovered, it means the gene doesn't exist. I believe its appropriate to paraphrase that the inmates are running the asylum in this country.
