No Jedi or Sith has ever used the force when they fall in a hole. It's strictly against the rules.

Otherwise the emperor would have just flown back up and killed them both.

Luke broke this rule when he flew out of the carbon freezing chamber, and he was gonna be disqualified, but his lawyer pointed out that Vader had just said "you are not a Jedi yet" so it wasn't an illegal move. But the judges ruled that he couldn't do it again, when he fell in the hole to the bottom of cloud city.

Sidious complained about this till the end, maybe it's why he didn't cheat himself.

Obi-Wan violated the ban in Obi-Wan vs Anakin 1. He was then ordered to allow any Sith he faced to kill him, all Jedi were forbidden to defeat any Sith (why Luke didn't kill Vader in ep 6) and the Jedi head coach, Yoda, was banned from attending any battles.
