In 1984 I captured and eventually released two 8" long praying mantis' so yes they can get large but in my area very rare. Even at that size they knew I wasn't their prey and never attempted. Both of these looked like giant walking sticks brown in color. I don't recall now but if memory serves me right, these two I found did not to my knowledge have the ability to fly. If these are native somewhere, chances are they were blown in via a large storm cell. I've never seen another like them.

It would be possible because the bigger the insects the more pores it would have on its thorax to absorb more oxygen obviously.. Because cat sized insects did exist prehistorically no reason they couldn't be made again.
