it isnt just sexual tension between them. that was how gwen and owen were but with jack and gwen its love true love. but i think that they have her stay with Rhys is cause off the show John is completely gay and having him kiss girls sometimes on the show is fine but be in an actual relationship with a girl on the show where you kiss them a lot might make john a lil uncomfortable. which i hate cause jack and gwen just make the best couple. everyone can see they are in love. its so obvious

I think that the pairing of Jack/Ianto and Gwen/Owen aren't as um?... I need a word..... Well yeah. Because they've actually happened. Gwen/Jack have that chemistry and the writers haven't paired them. Thats why I think I prefer Jack/Gwen to any other pairing. Gosh, if that makes any sense?
