@GhostAholics in its basic form it's a plant, but I would class it as a drug from the moment it's used for smoking and other means of altering your body's state. Same goes for other drug-plants. A lot of them are made from plants. It's how they're used that causes problems.

Marijuana is NOT a drug, it's a plant! It's only classed as a drug because the government can't make plants illegal, especially herbs!
