Silly me, I've been wondering for months what the cartoon in the video is, and I just realized that the answer was in the tags for the video all along: These scenes are from "8 Man" or "8th Man," which Wikipedia calls "Japan's earliest cyborg superhero." Like most of TRS-80's videos, this one is all from a single old movie/TV show.
This song is incredibly repetitive--it's basically just the same 5-second loop repeated endlessly, and yet it's so beautiful I can't stop listening to it.
