Just as he said on the campaign trail, his environmental and energy policies, as well as foreign policies, will be linked, which will make his administration well rounded and responsible.

A better solution would be to raise import tariffs on products from China, thus making it harder for China to make a profit. This will back Chinese companies into a corner and the only way they'll get out of it is by making sate, quality products. This is the way it was done for 200 years in this country, until Reagan came along in the 80's and dismantled the regulations that had kept us safe and competitive. I say we bring those regulations back.
If the President-Elect has an office, then there's an Office of of the President-Elect. It's pretty dang simple. Just because it looks official doesn't mean that it's an official government office. Obama is attempting to create the presidential environment so that there will be smooth transition into the Oval Office. Secondly, there needed to be a label for his cabinet structure/meetings/ etc. and he chose the Office of the President-Elect. What would you have chosen to label it?

How about, in addition to the weekly address by the President, we get weekly addresses from the heads of the main departments concerned with Energy, Environment, Economy, Health Care, Education etc. giving us a short update on what's going on in the department.
So often we don't have a clue what each department is doing until something goes wrong, why not take transparency a step further?
It is absolutely necessary to converse with the rest of the world, work together on solving this energy problem as it is something we are all facing. A sharing of technology and research. If we are to get anywhere as a human race, we need to work together and not race each other to the finish. Take the human genome project as an example, corperations working on their own failed, the rest of the world worked together and solved the problem very quickly.
The energy crisis is perhaps the biggest problem the globe is facing. As consumers, we use more and more power every year but the source of our power is forever dwindling. Education is needed, we need to erradicate people's fear of the word nuclear. China are heavily researching tokamak based fusion reactors which is one technology that might be usable in the not too distant future. For the here and now, we need to look at the likes of HPG's solutions with compact self-regulating reactors
The openness policy is a great leap forward in allowing the people to understand the process and content of government functioning. I think that a structure to allow people to participate in these processes, to mine the minds of the nation, will herald the beginning of true participatory government.
