Sort-of. It has one semi-open "hub" level. You get to go about that level freely, and do not have to progress through it in order. When you get to certain points, you enter a flashback jump into the point of view of another ODST and play through that flashback as a traditional linear level. When you are done with that, you go back to the hub, find the next flashback, etc.

Yes, they have a couple novels out, one being called The Fall of Reach. It explains some of John's childhood and what happened to Reach, which is where you entered halo 1. So a prequel to halo 1 would be, chief's childhood?  It's just speculation, of course.
