Blooper alert...look... 1:47 to 1:57 the actor in hat is whispering the same lines as the other actor, surprised this passed by the editor!

@HunterMann Sarah Haden on the right in the hat is not "whispering" the lines. That is an illusion casued by the digital distortion. It looks like her cheek is "qivering." But she was not really moving her mouth. The chin stays still.

I love Captain January. My grandmother was going to be in Shirley Temple's troupe back in the early 30's but her parents said no. Makes me wonder what could have turned out.
