It's pretty safe to say that the beginning of this track (which is unused in the film) was more than likely going to be used as "happy music" for when Jeanine announces that they "Got one!" The funky music directly after this (which is also unused in the film) was to be for Ecto-1 driving to the hotel. I know this because this same awesome theme is used later in the film when Ray and Winston are driving and talking about Judgement Day.
@Draknfyre It doesn't have to be named "Driving Theme" for it to be used during different driving sequences. It's kind of like how "Ghostbusters" (main theme, not Ray Parker Jr. song) and the evil Terror dog/Zuul/Gozer theme is used in several different pieces of the score.
But the piece was very evocative, and moody. It was meant for a deep emotional scene. It wasn't appropriate for a "generic driving theme", The fact that it was named "Judgement Day", and the scene was about them discussing Judgement Day, is a good reason why it likely wouldn't have been used in the Sedgewick driving scene.
@Draknfyre You might be right, but there's always a chance there was a deleted scene that 0:50 was supposed to be used before they arrive at the Sedgewick.
If it makes you feel better, I just watched a video of the video game, and I didn't realize they actually used this theme in a driving scene. I wasn't aware of the unused portions of this track when I originally played the game.

That track is specifically named "Judgement Day", so it's unlikely it was a generic driving theme.
