If you're firing a "gun" at someone in the Matrix, you're relying on the physics simulation of the fake world to hurt someone. Morpheus states that the rules of the system can be bent or broken, so anyone who understands that will be able to render any attack the system itself processes (IE. ballistics, bullets) ineffective.

Punch 'em in the face, that's emotion. There's no mathematical equation to simulate or telegraph you're going to do that, hence why Smith and the Agents struggle to dodge.

Not sure anybody here notices, but there is a significant difference in pace between the PAL version and the NTSC or 24fps Film projection. In order to convert it to PAL the film has to be sped up from 24 to 25 frames per second, hence making the action 4% faster. Now I always felt that the action scenes in Reloaded felt significantly slower than in the first Matrix. But when sped up to 25fps, it all works really well. I prefer the faster version.

One problem I always had with this scene: at 2:06, right after Neo crashes through the first bench, when Smith lands on the concrete, he should have punched a big dent in it. Remember they're still agents. They might be slow compared to Neo, but for human standards they're moving damn fast, and it would have made the whole thing less cartoonish.
