This is so sad and I'm appalled that we're not doing things about this. Environmentalists are the only people who recognize the necessity for stable ecological systems; what is wrong with Japan's government. They should crack down on such terrible practices.

the tuna documentation system is very inefficient particularly for farmed tuna. Monitoring can be somewhat managed up to the point of caging, but as soon as the system reaches harvesting all sorts of loopholes come into play. Different catches can be mixed in the same cage and the same harvest can involve different catch documents. Reporting of the average weights at this point starts to make no sense. When harvesting takes place in different periods, back calculations become insignificant.
@plankdtank65 There is no evidence that not eating meat has negative influence on human body (I mean when person eats a little bit balanced diet, not just meat with something before passing on it). The only difference is that there is lower risk of some diseases. I actually didn't care about health reasons before switching to veg "diet" (it is no diet for me, it is just different lifestyle). I think the internet would be messed with warnings about vegetarianism if it was dangerous.
