The Israelis will not act with a sense of urgency until one is created for them. Give them an ultimatum, and they'll have to start acting, not just talking "you get no more guns or money while you're building illegal settlements" - but the US lacks the balls to go that far, so the status quo continues.
As for Palestine, the arguement that it's their land in the first place is void at this point, but they have a right to a decent life as much as the Israelis do, they're currently not getting it
