And teh advantage to that is that the players that kill the bots will also get loot for training skill, eg. dragon bones for prayer. this will be beneficial for the runescape users and will discourage the bots because when they find out that they are getting nothing from botting,

Let's put it on way - If you pay £40.00 a year for Xbox Live subscription and IF you could bot on a game on there the ban hammer would could down instantly. It is not hard for Jagex to see which accounts are botting and all they need to do is go in game and go to all the 'bot' places and ban them all and after a while people would be put off or even 'scared' to bot... But Jagex is just after everyones money.

I have a solution to 90% of the mess. It is two words. TRADE LIMIT.

It would make most of the bots RECREATIONAL players which legitimately pay for their membership while atleast SOME of the time playing the game. The countless farmers would be all gone and you could once again train.

I think you should actually research the other side of the story.
