I'm amazed that our most Republican Democrat was actually for this legislation. This bill has been passed in the House. The bill now goes on to be voted on in the Senate. And then it will get vetoed. The Administration strongly opposes House passage of H.R. 5522.

He's voting for a bill that he knows full well that the Republican administration will veto. This way, he can look more liberal/pro labor while still being a puppet for the Republican party although he is a Democrat. Confusing? Look carefully at his voting record. He votes with the Republicans when it actually counts.
