Turn around then turn right into the room with lockers. Go in there walk over to the open locker. Press the button shown at the top of the screen. Then Niko will put it on.

I found some nice rooftops in Northwood while i was searching for PK spots. They´re near to that clothing shop Modo. There´s a building you can enter and get on top of one of that rooftops...
