Its name is Elephant Parade and it is on the Eternal Sunshine of the Spotless Mind Soundtrack. But Elephant Parade is a kind of kitty version of Strings That Tie to You which is on the same Soundtrack.
"Both songs" are by Jon Brion.

One of my all time favourite songs, however, the acoustic guitar intro at the beginning of the Harry Potter clip caught my attention.
