First off, CIA is not a law enforcement agency, think about it for a few seconds. Secondly, it is my understanding that the Russian military can be used for law enforcement duties; the only way the US's military can be used off base stateside is under marshal law. I'm not saying our every day patrol officers are bad, in fact, we probably have some of the best, I'm just saying that you should probably know what you're saying before you actually say it.
