This is "Hiko-nyan" (nyan = a cat), the mascot of 400th anniversary of Hikone-jo Castle construction. Hikone city is the hometown of the Ii (ee) family (a samurai family). One day Naotaka Ii saw a cat beckoning him in a temple. It was raining. He dismounted and walked into the temple. Then the temple gate where he had dismounted was struck by thunder. He thanked the cat. Naosuke Ii (another family member) played an important role for Japan-America goodwill treaty (150th anniversary this year)
