Sadly no. Shining Tears, the prequel, didn't sell very well in the US and probably the UK as well (if it was available there). Due to that Sega decided to not localize Shining Wind in the US and UK. Shining Wind corrected all of the problems the Shining Tears had and it sold VERY well in Japan. It is unfortunate though I have already bought it. I'm studying Japanese so any exposure to Japanese is good. I hope this answers your question.
The anime is supposed to follow the game. In the game, however, you follow Kiriya's journey, and not Souma's. The members of Weissritter are not playable sadly. The story I believe is pretty much the same, with the game being more indepth.

I see. Do you get to choose a heroine to end up with Kiriya in this game like you could with Xion in Shining Tears?
Much too bad Xion didn't end up with Blanc Neige in my view.
