Pac knew Who Shot Ya was recorded before but still took it as a diss because it wasn't released until after and Pac felt he could have left it unreleased out of respect. The timing was all wrong to release it. Pac felt releasing it made it sound like Biggie endorsed the shooting even after the fact.
