It was low on the skull and forward enough that it probably wouldn't have damaged the brain or the spinal nerves. Imagine still being alive with a huge drill bit in your skull.

easy to be distracted by the gory set peices in City and comment only on those,its well worth noting that this film was a masterpiece of atmosphere throughout. Fulci created a sense of gloom and musty,creepy dread that is quite unique and enthralling...the gravedigger sequence for instance,shot in bright ,sunny daylight is almost worthy of Hitchcock-real edge of seat stuff.Fulci was indeed the Godfather of Gore,but he was much more than that-he was the purest of all horror directors ..
