She signed a form at the police station stating she doesn't wish consular assistance as she is American. It's not my thoughts, its what happened and her lawyer made may attempts to speak to her, she was the one who refused to talk to him. She also had access to phones in the county jail and relatives that could have notified the consulate. The bottom line is that CARTY DID NOT WANT HER CONSULATE NOTIFIED.
